 »  Actuarial Consultant – Hawaii
The Division of Insurance, Department of Commerce and Consumer Affairs, of the State of Hawaii plans to use professional services of actuaries or actuarial firms for the following projects during the 2003-2004 calendar year:
  • To analyze that rates on accident and health or sickness insurance in Hawaii are not excessive, inadequate or unfairly discriminatory in relation to the coverage afforded pursuant to Hawaii Revised Statutes (HRS) chapters 431, 432 and 432D and acceptable actuarial techniques.
  • To provide actuarial analysis of the expected impact of accident and health or sickness insurance-related administrative rules of other state agencies and legislation including review of industry's calculation of proposed or enacted legislative impact.
Candidates must meet various minimum specifications including, but not limited to, the following:
  • Member of the American Academy of Actuaries.
  • Associate or Fellow of the Society of Actuaries.
  • Significant experience in reviewing accident and health or sickness insurance rate filings.
  • Significant participation in national regulatory insurance issues.
  • Significant experience in testifying at administrative hearings.

Major responsibilities:

  • Develop reports and methods to monitor and communicate compliance status for agencies/agents throughout Travelers business units. Develop strong collaborative relationships with internal resources from Law, Commercial, Personal and Bond business units.
  • Foster relationships with vendors to provide regulatory compliance information and potential solutions.
  • Oversee complaint handling and assist in market conduct exams relative to licensing.
  • Represent Travelers at industry and regulatory associations and bureaus and recommend changes needed to meet emerging regulatory changes.

Qualifications:
  • 5+ years experience with agent licensing and appointing and/or related compliance issues (property/casualty preferred.)
  • Prior management experience with emphasis on a licensing production environment.
  • Ability to research, interpret and articulate statutory requirements.
  • Strong project management skills.
  • Visionary able to develop and set policy and strategy.
  • Proven communication skills and able to convince others to accept new ideas.

MAJOR JOB FUNCTION – Work with the Director to manage, monitor and track all ongoing initiatives, projects and activities associated with HIPAA Privacy and other compliance initiatives. ESSENTIAL JOB FUNCTIONS:
  1. Work with BCBSNE Privacy and Compliance personnel to acquire in-depth knowledge of activities required under HIPAA Privacy and other applicable laws and regulations and Corporate Compliance Program.
  2. Assist in the development and implementation of corporate policy and departmental procedures to facilitate BCBSNE compliance with HIPAA Privacy and other applicable laws and regulations.
  3. Work with BCBSNE personnel on appropriate time frames and follow up on deadlines regarding HIPAA Privacy activities to ensure implementation date of April 2003 is met by all areas.
  4. Implement corporate policies and departmental procedures regardng the overall BCBSNE Corporate Compliance Program as approved by the Board of Directors.
  5. Work with BCBSNE personnel to develop and maintain appropriate privacy and confidentiality forms, notices and procedures.
  6. Develop processes for receiving, tracking and responding to privacy complaints.
  7. Monitor Business Associates and trading partners to ensure privacy concerns are addressed.
  8. Assist in developing a systemized way to track access, use and disclosure of protected health information.
  9. Facilitate and support training efforts and foster an awareness of privacy and compliance concerns.
  10. Assist in performing initial and periodic privacy and compliance risk assessments and conduct ongoing compliance activities.
  11. Respond to questions from BCBSNE employees and external sources regarding HIPAA Privacy regulations and BCBSNE corporate policies on compliance program issues. Facilitate issue resolution and document appropriate actions.
  12. Use and develop tools, methods and approaches to track program compliance.
KNOWLEDGE, SKILLS AND ABILITIES:
  1. Demonstrated ability to communicate effectively both verbally and in writing as evidenced by prior work experience.
  2. Demonstrated problem solving ability as evidenced by specific examples.
  3. Knowledge of insurance business preferred.
  4. General knowledge of corporate compliance and ethics.

Salary is $38,000 to $47,000, depending upon qualifications and experience.
